Important Rwanda Update for Asylum Seekers

On 25 April 2024, the UK adopted new legislation that allows the

Home Office to send asylum seekers to Rwanda for their asylum

claim to be processed.

Although in theory, thousands of asylum seekers living across the UK

could be considered for removal to Rwanda, in practice, we think

only a small number of people will be affected.

However, it is important for asylum seekers to know what to do if

they are at risk. This briefing provides some practical tips for asylum

seekers.

Who can be sent to Rwanda?

Only adult asylum seekers who claimed asylum after 1 January 2022

can potentially be sent to Rwanda. The Home Office cannot consider

families with children under 18 years.

What is the process?

Before the Home Office sends any asylum seeker to Rwanda, it must

follow published process.

First, if the Home Office is considering sending you to Rwanda, it will

first issue a Notice of Intent. This is not a formal decision letter.

Instead, it means that the Home Office is looking for a ‘third country’

to accept you for relocation.

Next, and only if the Home Office considers you are suitable for

removal, it will issue a second Notice of Intent. This letter will specify

the country the Home Office plans to send you to i.e. Rwanda.

What should I do if I receive a Notice of Intent?

If you receive a Notice of Intent naming Rwanda you should notify

your solicitor immediately. If you do not have a solicitor, you should

seek immigration advice urgently.

Should I continue to report to the Home Office?

Most asylum seekers are required to ‘report’ regularly to the Home

Office. Asylum seekers living in Northern Ireland are usually required

to report to the Home Office at Drumkeen House in South Belfast.

The Law Centre advises asylum seekers to continue to report and to

abide by Home Office conditions. Migrants who do not comply with

Home Office restrictions are at increased risk of immigration

detention.

What steps should I take?

If you are asked to attend a reporting event, and you have received a

Notice of Intent that names Rwanda, we recommend that you:

  • Notify your solicitor of the reporting event;
  • Have a copy of your solicitor’s contact details written on a piece of

paper and keep it close, in your wallet for example.

  • Give your friends and family the contact details of your solicitor.
  • Ask someone to go to the Home Office appointment with you. It

is unlikely that they will be admitted into the building, however,

they could notify your solicitor if you don’t come out within a

reasonable time.

  • Consider taking your Home Office documents and any

medication with you to your reporting event in case you are

detained.

  • Pack your valuable items together and leave them with someone

you trust. This is necessary because, if you are detained, your

belongings could be disposed of by Mears.

The beginning of May 2024 ushered in a new Chair of ACSONI board of Trustees  after the expiration of Dr. Livingstone Thompsons stewardship of the ACSONI board from 2019.

The new Chair of ACSONI is Ms. Lori Gatsi-Barnett, a  Business Consultant with strong history of leading high-performance teams to meet or exceed objectives. Dedicated and hardworking with internal drive to deliver excellence. A tactical team builder with strong background in training and team development, Lori is  a qualified business operations manager with extensive background in advanced management processes. 

Commenting on her new role Lori said “Change is inevitable but we must be patient with this process as we all stand to gain as we unlearn old ways to make room for better robust ones.

New additions to the ACSONI team include two new trustees namely Sipho Sibanda and Shannon Doherty.

Sipho is deeply engaged in political matters, having actively participated in the previous election representing People Before Profit. Prior to this, she worked for the Participation and Practice of Rights (PPR), advocating for destitute refugees in Northern Ireland affected by Home Office policies. 

Serving as Deputy Chair of the BME Women’s Network (voluntary)  from 2021 to 2023, she worked towards advancing gender and racial equality awareness among BME women and the wider community. Alongside her part-time role as a support worker in various hostels, where she assists homeless youth grappling with substance abuse, Sipho pursued her education, graduating in Social Policy from Ulster University (2023).

Recently, she joined the NIHE, furthering her commitment to social welfare. 

Shannon Doherty is a former staff member of ACSONI who has joined the Board of Trustees as of May 2024. Shannon is passionate about social and racial justice, combatting hatred and anti-immigrant sentiment, and working to build a fairer society for all on the island of Ireland. Shannon is a researcher in the areas of refugee and asylum issues, racist intimidation and the Home Office hostile environment. 

Other members of the ACSONI board of trustees include Anurag Deb; who engages in a broad range of  civil and public law practice, having acted and continuing to act in cases involving the proper powers of the police and coroners, complex medical matters including the provision of medicinal cannabis, local authority environmental duties, high-profile defamation actions and Legacy claims arising out of Conflict-related violence and death.

Having read law at Queen’s University Belfast in 2014, Anurag went on to obtain a Master’s degree in human rights law in 2015, also at Queen’s. After completing further studies in London, Anurag was called to the Bar of England and Wales in 2019. In September 2020, Anurag returned to Queen’s to begin part-time PhD studies in constitutional law, having been awarded a highly competitive and prestigious scholarship from the Northern Bridge Consortium of the Arts and Humanities Research Council in May 2020.

ACSONI Vice-Chair is Clover Watts who is currently a Senior HR Business Partner with Sensata Technologies Limited located in Antrim.  She has been working in the field of HR for 23 years at various levels starting in Jamaica, her original home country.  She began honing her leadership and management skills whilst in her first job within the Finance and Banking industry and later on, HR experience and skills within other industries to include, Computer retail, Telecommunications and Electronic Manufacturing.  Clover has a BSc in Management and Social Psychology, ILM qualification in Leadership & Management, ILM Coaching & Mentoring and CIPD qualified.  She has many other facets and interests. She is involved in a number of ethnic minority organisations that support the community and share the rich culture & history of the Caribbean. Clover is also a trained Classical Contemporary singer with DipLCM & ATCL in Voice Performance.  She performs at a range of events when she is not working in Sensata and her greatest wish is that she brings happiness and a sense of wellbeing to those she has the privilege of entertaining.

Dear Community Members, Organisations and Business Owners and Friends

ACSONI is appealing for culturally sensitive food donations on behalf of our brother from Palestine who has been hospitalised in a local hospital for the last 2 months with a serious injury.

Unfortunately due to lack of diversity in the nutritional provisions at the hospital this vulnerable individual is not getting enough nutrition as he requires culturally sensitive products i.e. Halal.

We are appealing for donations of food or meals which we will provide to this individual who we hope will be discharged soon but in the meantime we are very worried for his health as he is not ingesting the food provided by the hospital due to his cultural sensitivities which must be respected and we hope, with the community’s support to be able to offer him some respite.
